High end bespoke animation of a trailing light effect

I am looking from a motion designer to help us create a trailing light animation to weave through images of a city.
This is to represent data moving through ultra fast fibre optic cables.

It is important that the light can travel through the image and then appear to go around the building etc.

I will have between 4–5 images that I will need the animating light adding to. The first image is ready, there other images will be ready by the end of next week.

We imagine this would be done in after effects using Trapcode particular, but I am happy to hear your suggestions.

I am looking to start this project on Monday, so urgent responses are welcome, with examples of previous work that fits this brief.

I will only consider freelancers who can show me that they have done work like this before with bespoke animations. No templates.
