Animated How to Video

I am looking to create an animated how to video. The theme is sexy and serious but I would like to still use animations to portray how easy it is.

Obviously I would take onboard your professional opinion. In my eyes I see the video starting with a man at the computer thinking sexual thoughts and then posting something on to a forum or website. It then leads to a beautiful but classy women responding, them talking and her making a video for him to watch.

I am not familiar with average cost of creating, producing and drawing animations but hope to get some good insight based on offers and work involved.
