2D Custom Animation Required

Design details: We need a custom 2D animation (No Template tools please).

1.Need to be created almost identical to the sample in the link below.

2.Characters to be changed.
3.Instead of trucks, cars to be used.
4.Dubai scenery to be used in the background eg. burj khalifa
5.Sound effects must be similar to the sample such as braking, grudging and others
6.Facial expressions must be similar to sample(important)
7.Good background music(BGM)
8.Require source file
9.Duration must be one minute
10.Extend BGM for 10 more second at the end.
11.Should be in HD format 1080p
12.Delivery should be within 14 days. preferably 7 days
