25 sec after effects animation for LED outdoor sign

I've created a detailed storyboard (attached) and I'm looking for someone to turn it into an animated LED display sign in two sizes and in two languages. I will provide all the images, illustrator .ai files, stock (links as outlined below if necessary) and it can be produced in either After Effects or Flash - up to you to see which one is best.
