Create & Rig a Character in Blender

I need an experienced 3D artist well-versed in Blender to bring a character concept to life in the software. The character has already been designed, so the task at hand involves recreating the illustrations and model references into Blender. Using fundamental modeling techniques, recreate the visual proportions, shapes and features of the character seen in the 2D concept artwork into a full 3D form. Sculpt and refine details to fully realize the character within the Blender environment. Additionally, the completed character model must be rigged with an industry-standard armature and weighting scheme to allow for future animation.
