Blender Expert for 3D Simulation

We are looking for a Blender expert to build a 3D environment/simulation based on sources such as photographs, CAD drawings, or Google Earth, etc. The project will include creating 3D models of objects, like people and/or vehicles, for placement within the 3D environment. 3D objects of people should be poseable, i.e. it should be possible to change head/limb positions and body positions. All models should be created in Blender and the models themselves, rather than image renders, would be the required product.
