2d animation

I would like to know if someone would be able to reproduce the attached swf file in a professional look for a low cost. Smolder appearing doesn't look right as you see

You can use any after effects, maya, max etc... to do it. I have the psd file but I don't think you will need them for reproduction.

Instructions:
The leaders in pyrolysis technology (capital letters) should display then slightly smolder whille morphing to char and then break up and fall off screen.

I am in a very low budget so please don't bid if you cannot do it for max 25 Euro
