Design and host new web site

Hello
We need a new web site design and hosting because our current one doesn't work. I have been told it is mostly designed in flash whatever that is, which means that Google can't see it. All I know is that we get no visitors, no inquiries, nothing! We run training courses and need to attract people to our site and sell our courses. Maybe 10 pages of content which will also need updating and CMS, SEO, links to Twitter and a blog etc. Freelancer close to Cambridge would be preferred.
