Design and develop a wedding business web site

I need some help with the design and devlepment of my wedding business web site. No logo or artwork required. Just a very chic and eye catching website that allows users to view the following pages: Home, about us, what we do, gallery, contact page, blog link, other news. Please note that the budget is very indicative, I'd want to talk this through with a designer to see what is a realistic. I need the site ready by 3rd week in February.
