Design and Develop a Website with CMS and User Database

I need a professional to design and develop an online platform for businesses all over the world to be able to register (paid) and post products for other businesses to look at and potentially buy. The concept is something ever so slightly similar to alibaba.com, ipt.cc or igt.cc but 99% less complex and also very similar to peopleperhour.com but for selling physical products and not services. A SHOPPING CART IS NOT REQUIRED.

The design MUST be fresh, contemporary and new...you can get ideas from badoo.com and even peopleperhour.com simply for quirkiness and flow..

A full CMS must be provided with all data capture elements and reporting.

The registered businesses will also be able to pay a fee for advertising their products on the website in a featured slot/banner on the index page and on a banner on every other page.

More detailed information will be provided to the successful candidate.

I am looking for someone that is a king in communication, has an eye for design and is well spoken and has done something very similar to this in the past.

Time is key and we need this completed and ready to run by the end of this month.

Everything (payments) goes through PPH.

You must be able to code and not use existing templates from opencart etc
