Design and Build a CMS Website

I am looking for an Hourlie to design and build a CMS website for an online training program.
The text is written and consists of 28 different headings with a Q & A section. This is a new business and we do not have an existing website.

The site will have to have a log in and user name for each of the persons taking the course and will have to function in such a way that the questions asked will have to be answered correctly prior to finishing the course.
When the course is completed by the candidate, there must be the function for a completion certificate to be downloaded from the site which can only be sent to our company rather than the person comleting the course.
I would estimate that there will need to be a home page which has registration/ log in details, describes the course and some text about the company. I imagine that there would then need to be the 28 different titles which is the course content and questions.
