Design a word press themed directory/offer website.

Looking for someone to build a directory based site, where clients can upload offers. Payment via a portal to upload offer (images/copy). Offers to be approved prior to publishing. Also to include blogs, news, etc. Users to be able to search by category or location. Functionality to run enews directly to database, encapsulated. Everything agreed, colours, styles, functionality etc, and theme purchased. Ideally to be live by end of August latest.
