Design a holding page for a website

I need a re-sizable holding page for a website I am setting up. I have the text, but I need the HTML/CSS for a decorative border that expands and contracts to work on small, medium and large screens. I can provide an image that indicates the graphic look I am looking for; you will need to recreate the graphic in an appropriate size, and cut it up to form repeatable border elements, then assemble the components into HTML/CSS sheet(s) so that I can upload it to my website. No Flash, please - just HTML/CSS.
