Convert psd file to responsive Joomla template

Hello, could you make a joomla (2.5 or 3) responsive template out of this psd-file (psd file is 125 MB and can be sent by WeTransfer).
- Is it possible to use Gantry framework, so that the subpages of the main navigation can have their specific colors (kmo-marketing plan: headings in black, 'nieuwe klanten...': headings in brown, 'loyalty': headings in green, 'relavant blijven: headings in blue.
- The 'heading' image should be a slideshow.
