Convert a Website to Wordpress

Hi,
I need to copy http://www.hansarbangkok.com/ to a wordpress template- with some small modifications in the process:

1. All elements (text, photos, logos, taglines etc) will be able to update by myself

2. Cross browser and responsive.

3. Need separate pricing and timeline for 3 stages: 1. responsive desktop version; Optional: 2.copy ipad version; 3. copy iphone version. Note the tablet and iphone versions may start only 2-3 months after the desktop one is done. If my customer is happy with the responsive desktop, then we won't need the customized mobile versions, but I still would like a quotation for them.

4. During desktop stage, upload the template and home page first, for me and the customer to review. I'll provide a test site for the dev. stage

5. I don't have psd files, only current site to replicate, and trying to get original photos for optimal quality.

6. Photos should always keep aspect and quality across sizes devices. there are currently issues with photos in the ipad version that are stretched, this should be fixed.
7. Time frame: one week for first draft online and another week if there are any issues to fix.
