CMS website

I'm looking to set up a 5 page website for my accountancy business, that I can update myself. I'm told this is CMS instead of HTML?

I have ideas, but am looking for someone who is young and enthusiastic, with a chic but trendy mindset, that will continue to support me. I'm happy to consider anyone who is trying to fulfill training/education needs. I'm new in business so haven't got that much "cash to splash" at the moment!

If you have any ideas for a logo, this would also be considered.

My deadline is 15th September, as I have an advert running in the local paper.
