Incorrect Tax Penalty

In 2019 I received a penalty notice from HMRC stating that I am being fined for filing late self-assessment/ not filing self-assessment forms for the years 2015-2016/2016-2017/2017-2018. I firstly ignored this, as at the time there were so many HMRC scams going around and due to my being in employment throughout this entire period, I was convinced it was a scam/mistake.
I then received another penalty notice that had increased so I contacted HMRC and expressed that it states on the gov.uk website that you do not need to file a self-assessment if your wages are your only income, which was the case for those years. I also expressed that no where on the website does it state that you are required to file a self-assessment if you are employed to be told it is stated on there 'somewhere'. After this I had no further correspondence.
I have since received another penalty letter to which I appealed and have now been told my appeal has not been accepted even though I have been told by HMRC that I have no taxable income for self-employment during this time.
In the response to my appeal, they have stated what looks like I was previously on the wrong tax code and they had sent out a tax letter to pay what was missed voluntarily. I have received no such letter - the first letter I ever received in regards to this was a penalty letter and all letters are very vague.
I have since registered as self-employed in Sept 2020. Until then I have never been self-employed.
They are still asking for a self-assessment to be filed for those years however I cannot do this due to being employed for that time period and I do not have records of such going back that far - they however, should have all of this information on their systems.
They are still trying to fine me and I am more than sure it is a mistake as previously mentioned, I was in either full-time/ part time employment for the duration of 2015 all the way through until 2019.
I am looking for someone who can assist in this matter. Thanks in advance.
