Need help filling a junior management position in IT sector

I'm hoping to find somebody with extensive recruitment experience in the IT sector to help fill a junior management position at a small IT services company.

I don't think we will need help with the interview and final selection process, but will certainly need you to help with the earlier tasks:

1) researching salary range and accurate description.

2) producing adverts and posting them to the most appropriate job sites.

3) reviewing applications and short-listing suitable candidates.

4) writing to unsuitable applicants where appropriate.

I'm open to proposals on a fixed or hourly basis and am only interested in a UK based professional. Our office is in Wimbledon, SW19, so it would be great if you were able to come in for a meeting to get things started.
