Html responsive template to send from outlook

I have prepared an html email to send out from outlook, but need help improving the code to make it properly responsive, clean and tidy.

I have created template using word > save as filtered web page. Images are hosted online. We need to send from outlook and I'm using insert as text function. The problems I'm having are:

1. Text too small on mobile
2. Outlook makes the links go blue not colour as set
3. Mixed text sizes on desktop (bullet points are different)
4. Generally doesn't look very polished when put into outlook

File must be editable using notepad++ or word as we will need other variants.

I have a html template exported from mailchimp for reference - this looks better, but won't work in outlook (images distort).
