Quick consultation on multinational SEO

Hi there,

I'm a digital marketing consultant with little experience in multinational SEO, so am looking for some advice on my best options for a client.

The main domain is a .com, however one partner has moved to South Africa, and the other will be moving to Sydney. It is a service based business and relevant to the location, so they want to know their options for improving their local search.

I am not 100% sure whether they will still be serving the UK.

I am inclined to suggest country specific TLDs with appropriate rel=canonical tags to the main site as the sites will be duplicate - however I'm not 100% sure so am looking for some guidance on this as well as the use of hreflang attributes.
