Japanese Character Text File Issue

Description of support work: I currently am using an Excel .xls template file for product data which stores the products details such as name etc. I have the name of the product in English and in Japanese in the format of - English / Japanese. I need this data in a Text File .txt to upload to a system, however, whenever I Save the file as the text file, it loses the Japanese characters and converts them into question marks (???????). I realise this is a formatting issue or character set issue. I have tried many of the different tutorials on line to solve this, but for some reason I still cannot get it to work. I need the .txt file to show these Japanese characters so that whenever I upload the file to the system, it can recognise them.

I need someone who can take my Excel, and save it with the characters remaining intact, as long as when transferred to me, they remain intact. Many thanks.
