Type book content into Word / rtf

I need a word / rtf transcription of a printed book ( rtf format )
( see screen capture for reference )

There is a grand total of 210 pages written in french.
2 particular requirements for formating the text :
-- The 'return' to new line must be conserved.
-- a double blank line must be added between each page, and numbering of pages must be kept in order to facilitate review,.

Project must be delivered at the end of September 2019
