Pull data from text doc (or json) to a excel spreadsheet

I need to pull information into an excel document(s). I have attached a small sample of what needs to be done in a text file and examples of how the information needs to be formatted in the excel spreadsheet.

I will need the information pulled in the correct format from each of the files found on that page found below total number of lines will be aprox 7m. Each one of these needs to be in a seperate spreadsheet.
