PDF to Word. Light editing.

I have a 16 page PDF document that needs converting to word. Remove header and footer text on pages. Blue border lines in header and also black lines in footer.

There are free tools available online that convert from PDF to Word like SmallPDF.com, FoxyUtils.com, etc, but a few things a bit of text places do not convert well. So those may need to be retyped or fixed somehow. Need finished Word document to look like PDF.
