I require a csv list cleaning

I have a csv file of approx 1400 clients that need tidying up ,tagging and sorting before they are input into Infusionsoft.
Each will require:
Title,first name,surname,address ,postcode, home telephone, mobile number, email and then 7 or 8 tags for various things may need to be applied depending on " flags" applied by previous CRM

Tags will be :
Buyer 2011,Buyer 2012, Buyer 2012, Buyer 2013, Buyer 2014 Buyer 2015 , Carpet , Curtains, Fabric, Blinds, Shutters

Obviously not all tags will apply to each contact but there maybe several that apply.
