I need locational data (google earth) breaking down into more manageable pieces

I have two files containing locations of the USA's electricity infrastructure. They are very unwieldy and difficult to use as whole files so I need them broken down into individual states. I have the files both as kml and csv but they are too large to attach here (csv is 11MB, kml is 59MB).

To be clear, this is two different datasets, each available as kml and csv.

It seems like it would be easy for someone that knows what they're doing, but unfortunately I don't!

Ideally I would have the returned files within 24/48 hours.
