Excel P/L spreadsheet for wages and hours worked broke down site by site

We are a construction recruitment firm that supply mostly electricians on an hourly rate to our customers i am looking for a system that i can record men’s hours worked weekly their rate of pay/ pay after tax along with the charge out rate to the client and category of the worker ie electrician/ digger driver, plumber etc and value as a total for invoicing it would also be good to be able to upload a scan of the signed time sheets weekly also as an attachment on the site tab for the week each site tab would also need to be able to record costs associated with that site like vans, diesel, flights accomadation and any other miscellaneous charged like parking trains etc etc

I would also need to be able to filter by site/ customer and do a P/l for each job/ customer on a weekly basis and an overview including office staff costs etc

I would need a monthly weekly yearly overview report showing the overall P/L after flights accommodation men’s wages vans diesel office overheads and staff etc.

I would need to be able to produce weekly reports in pdf site by site customer by customer and a weekly/monthly/quarterly and yearly overview

It would also be useful to be able to run quarterly and yearly reports on the average hours worked by each worker so we can monitor attendance

Some clients also operate a commission for our client managers so we would need to be able to monitor commissions that were due on each worker that they have placed so we would need to be able to select a commission applicable or not on each worker and apply the rate for the commissions.

Commissions are paid when paid so we would need to have a check box for each sites weekly invoice that when its paid it will include it in the quarterly commission report for each client manager
