Excel Formulation Assistance

I need some work doing on an excel spread sheet

I need the following rows 31 -36 & 38-39 I need Check Boxes inserted, centre and aligned

Then I need a rule that turns those check boxes background cells to the following colours based on the following rules

Within Row 10 -13 if the percentages inserted are equal to or above 1, and less than 100 the check boxes back ground in rows 31-36 go Amber / Orange

If the number reaches 100% and the check boxes are not selected it to go RED,

If rows 21 has percentages inserted are equal to or above 1, and less than 100 background cell colours go Amber / Orange, If the percentages are 100, and the check box in row 38-39 are not checked they go red and when checked they go green

The Check boxes cells must be locked down so cannot be editted, moved, deleted but instruction given to be able to remove this by the spreadhseet owner)
