Excel Expert Needed

We are looking for an Excel Expert to help format an Excel form which is used to collect project, client, cost etc information. The main functionality we need help with is:

• Lock certain cells so they cannot be edited by the person completing the form
• Include comments / info for certain cells to explain what needs to be inserted into each cell or expand on an abbreviations We do not want the form to look too busy so looking for the comments to be hidden until you hover over them if possible
• Create a dropdown menu where you can easily type the data and the potential options should be visible automatically
• Generally make the form look pretty and more user friendly ie add scrollable sections
