Document formatting on Microsoft Word

We have created a Work Experience Journal to send out to secondary school students and we're looking for an expert in word processing to help us make the document usable on the computer. We want students to fill in answers to questions and sections over dotted lines and then we want to save them as PDF and Microsoft Word documents on our online platform that students log in to. At the moment, we have only managed to add straight lines and these lines move as and when answers are filled out.
