2 x word documents to format properly

There are 2 documents that I need to format properly. I need:
> all spacing, titles, paragraphs put in a consistent neat format, so that they can be read clearly and chronologically
> all titles to be formatted/scripted on a neat:
1.
1.1.
1.1.1,
2
2.1
2.1.2
etc where applicable
I converted from a pdf and it knocked out all the formatting
~In the larger 2nd document, the numbering is eg. I,II,II,IV etc then 1,2,3 etc. However I need all as the above numbering format as its neater
For the table of contents - only the Main paragraphs 1,2,3 etc. the 1.1 and 1.1.1 etc don't need to be in the table of contents.
Documents to be done in the order of 1-PPH-Regulations - Church (CoS base) - this one first.
