To perform 1 day research exercise to identify all legislation that can be used to delay or frustrate the planning process of a major government infrastructure project e.g.
2006 Communities Act (Village Greens)
Listed Buildings
Covenants
Please be creative, anything on the statute book that could be deployed is of interest.
The deliverable will be a report with a summary of each possible mechanism, a breif anaylsys of the likely success of following it and the next steps that would be required to use it in the present scenario.
e.g.
Covenants are .... etc.
The success of using covenants is like to be ... The precedent was set by Balmer V Galloway 1973 ...
Next Steps.
1). Take detailed route plan of infrastructure development.
2). Identify land ownership and obtain deeds for each site.
3). Read each deed and document any restrictive covenants in a spreadsheet.
4). and so on....
The bid should be made on an hourly basis with the 1st deliverable of the summary report, described above, delivered after 8 hours (1 day). Bidders should be interested in continuing the work beyond the initial exploratory exercise and performing the next steps they identify at the same rate.
