Turning a picture into an AI short video

I need to animate my mum in this photo to do the trending AI baby dance with the music attached. I’d also like the child just to jump up and get excited. I’d like all the background to remain the same and for it to be as realistic as possible.

The problem is the timing. Are you able to do this before 9am UK time on the 15th March? I can’t see to attach the image here but please let me know if you can do this within the timeline. Thanks
