Photo to video

We have a photo of an 1894 railway carriage that we would like turning into a short 25 - 30 seconds animation.

I attach the coloured image that should be the starting point.

Please only respond if you have samples that you can show of a still which is then turned onto short film.

The photograph gives an indication of the setting although I will provide further details for accuracy, including what the outside should look like.

I would like the video to start with the photograph and do a transition so the photograph comes alive, probably taking 2 or 3 seconds. I need ideas on how to end the video.

I have seen samples showing dialogue and action such as pouring wine.

Can you layout a simple script as part of the response.

I am having to repost due to lack of activity of the freelancer the last time I awarded. Please do not bid unless you can start in the next 2 or 3 days and be available to work for 7 days after the project is awarded. A couple of lines will be sufficient at this stage.
