WhatsApp Cloud API + Make.com + Claude AI chatbot setup

Description:

I’m building a WhatsApp chatbot that helps people in Nairobi with everyday legal problems. I need an experienced developer to do the initial technical setup so the bot works end to end. I’ll write the bot’s content and instructions myself.

What I need (fixed deliverable):

Connect my existing WhatsApp Business number (already set up in Meta Business Manager) to the WhatsApp Cloud API.
Create a Meta app and a System User with a permanent access token, and switch the app to Live mode.

Build one working Make.com scenario:
WhatsApp Business Cloud “Watch Events” trigger, filtered to incoming messages only (no status updates)
Anthropic Claude module that generates a reply, using a system prompt I provide
WhatsApp “Send a Message” module that replies to the sender
Test it end to end from a separate phone.
Record a short screen-share video (10 min) explaining the setup so I can maintain and extend it myself.

Requirements:

Proven experience with the WhatsApp Cloud API directly (not just third-party tools like WATI or Twilio)

Experience building Make.com scenarios

All work done inside my own accounts (Meta, Make, Anthropic). Access is temporary and will be removed on completion.
You’ll sign a short confidentiality and IP assignment agreement before starting

Payment is released when the bot replies correctly to a test message and the video is delivered.
