Animation for Home Page

I would like to create a plane that flies across a web page (with sound effects) carrying a banner that would promote a special? Then after the plane, a little parachute with a gift attached would be dropped from the plane with a message to "Click on the gift" - which would take them to a specified url.

Specifications:
1. The animation would need to be recreated once a month to keep it fresh.
2. The banner would have text on it that would be read from an xml file.
3. The specified url would be read from an xml file.
4. The page would not be altered - the animation would be on top of it (meaning that the text and images of the page would be seen at all times, just underneath the animation).

This can be html, flash, css, javascript,...any technology and language that runs on a .Net server running IIS.

I will also require a number of hours that is required to complete the job. This is a rush project.
