Design of a digital marketing strategy for a e-learning website

I am seeking an experienced digital marketing expert to create a high impact marketing campaign strategy for a new distance learning website. I need to understand what type of content, when to post it, how much of Google Ads should I use, what are the right social media channels, etc. I consider myself an entrepreneur and my resources are very limited for which I need the best value for money. The main idea of the website is to sell 'self-paced technical courses' which content is specifically related to the electric power generation and transmission industry, but we are also offering a wide range of engineering services including field testing, reverse engineering, design review, troubleshooting, commissioning services, etc. therefore, in one way or another these services should also be presented. The main focus of the marketing campaign should be to promote our products (Courses) and services, making emphasis that we are (or we will be) the first e-Learning platform fully dedicated to the electric power generation and transmission industry. The other objectives of the campaign should be to increase the awareness of our eLearning platform aiming to sending traffic back to our website. I will need a quotation (preferably fixed fee), your introduction as expert on this field, timeframe to complete the project, and most important I would like to see verifiable successful experience in similar projects. Short product slideshow for facebook

This is a replacement to a job posting from last week. Our company has an online IELTS preparation system. We are looking to create a couple of nice slideshows about our elearning product for Facebook. One should be 60 seconds and the other about 30 seconds. Our concept is a series of slides showing screenshots or other images with short messages identify key benefits. It would simply restart so at any point its showing a message. Our system is easy to use and understand. We would give you a list of key points and suggested screen shots. Your job would be: 1. Capture the best images to illustrate the point. I think most would be screenshots, but there may be other creative options. The key is to make things visually nice so that they attract attention. 2. Consider how it all works together as a video slideshow. 3. Produce the final products.
