Create mobile proxies (MOBILE internet connection -> Mobile Proxy as IP:PORT access)

Looking for someone who has the knowledge creating mobile proxies (preferably on android cell phones or by other methods). I want to be able to turn my phone's 3g/4g internet connection into a proxy so I can use it as IP:Port from a remote machine (VPS), or home PC.

I should be able to connect to mobile internet by typing IP:PORT into VPS (internet browser settings), so I can browse mobile internet from any place I want, even when mobile proxy changes IP so even though I can still access the proxy.

I will also need to be able to change the IP anytime, so I need the phone to be put into airplane mode to turn on/off remotely via command that I can send from another computer and it will give a new IP.

I can think of 4 ways of creating mobile proxies:
1: Put SIM card in 3g/4g usb modem, put it in laptop, then configure ccproxy or similar. On bigger scale: X number of SIM cards (with internet plan running on) + X number of 3g/4g USB modems + USB powered HUB -> PC (+setup everything and make proxies IP:PORT)
2. Put SIM card in rooted android phone, connect to PC via tethering modem then configure ccproxy or similar. On bigger scale: X number of SIM cards (with internet plan running on) + X number of rooted android phones + USB powered HUB -> (via tethering) -> PC (+setup everything and make proxies IP:PORT)
3. Put SIM card in rooted android phone / or 3g/4g USB dongle, connect it to Raspberry, then to PC, and configure proxy. On bigger scale: X number of rooted android phone / or 3g/4g USB dongles + raspberry pi -> PC (+ setup everything)
4. setup a hosting, write a script + command in android phone to make a proxy in android phone, then you can surf mobile internet from any place by using mobile proxy (one of the guys doing this, but not telling me how exactly)
5. YOUR OWN BETTER WAY

So MY RESOURCES ARE:
X number of SIM cards with internet plan ordered on each SIM card
END GOAL:
X number of mobile proxies (IP:PORT or Socks5 access)

I WILL DO ANYTHING TO TURN MOBILE INTERNET INTO A PROXY, if it would required hardware (mobile phones, 3g/4g usb modems/dongles, raspberry or whatever)
