That is not an acceptable rate for "high quality" articles. How flexible is your budget?
Also, please know that it is against PPH's terms and conditions to ask for "test articles" if you don't plan on compensating the writers for them. -
The problem with this sort of really insulting offer is that some people will go for it. If nobody proposed on these then fees would go up for us all.
