You must provide a release-ready signed AAB, Google Play Console access through an official user invitation, app title and descriptions, category, contact details, app icon, screenshots, privacy policy, target-audience details and testing credentials when required.
Not included: app development, major code changes, policy remediation, closed-testing recruitment, paid developer account fees or a guarantee of approval. Google makes the final decision. If the app is not technically ready, I will explain what must be corrected before submission.
