What the Freelancer needs to start the work
The course source: a Storyline .story file, a Rise export, or the HTML folder.
The name of your LMS, and the SCORM version it needs if you already know it.
Any completion rule or pass mark you have to meet.
A test account on your LMS is useful but not essential. If you cannot give me one, I will test on mine and tell you exactly what to check at your end.
