What the Freelancer needs to start the work
For the design you'll need to provide some kind of guidance although it can be verbally discussed if you're unable to provide a digital design.
If you want to send an email out using a responsive template, you just need a mailing list (a list of email addresses) and an ESP (email service provider). The ESP will send your email and store your contacts, a great simple/budget option is Mailchimp and a more complex/expensive but highly impressive ESP would be Salesforce Marketing Cloud.
