Here are some key things I would need from the buyer to get started on setting up effective PPC campaigns:

Their business website URL, so I can review site content and structure
Access to their Google Analytics and existing ad accounts, if applicable
Their target customer persona - age, location, gender, interests etc.
Their business goals from PPC (leads, sales, etc.) and target CPA or ROI
Their products/services offered and any special promotions
Their main competitors so I can analyze competitor ads
Their budget for PPC campaigns and timeline expectations
Brand guidelines or any compliance requirements
Access to collaborate on ad copy/landing pages if needed
Their local business address and industry for geo-targeting
