not sure if that's fair... Due to platform your blog sits in this repositioning is not as simple as you may think... and with your budget I don't think you will find anyone to fulfil this. I took liberty and had a look at your website again (2 weeks after) and your requested element still hasn't moved which indicate that no one is willing to do this for this budget.
