Kazakh-Russian to English

I am seeking to obtain the most competitive translation rate for an audio file of approximately 40 minutes in duration (around 7,000 words).
The recording features a dialogue between two speakers, one in Kazakh and the other in Russian, which needs to be translated into English.

Please note that I do not require a Kazakh–Russian transcription — only the final English transcription delivered in a Word document.
