Arabic to English interview translation and transcription with timecode

Hello! I need an interview of 1 hour and 40 minutes (or, 100 minutes) TRANSLATED and TRANSCRIBED in English on a Word document with frequent (every 30 seconds or so) TIMECODE. The interview is in Arabic with a Syrian dialect so strong preference for those who speak and/or perfectly understand this dialect and are able to translate it into eloquent English.
