Write a commercial drone part 107 night operation waiver.

I am a part 107 drone commercial pilot and i need someone to write a commercial drone part 107 night flying waiver, the FAA has rules and guidelines for night flying operations.
I am not a technical writer, you need to do the research on the FAA drone zone. I want this waiver for the use of search and rescue and inspections. Low light filming. I have a DJI Matrice 210, dual camera with a zenmuse XT performance thermal imaging camera for first responders and a zenmuse 4s. I have tried writing two waivers in the past, I got denied, I am assuming they denied me because of where I was trying to fly was close to an airport and after this is done I would like another waiver for an airspace waiver. I am not the best writer and I miss key information sometimes.
