Project 1–science fiction book series - reloaded

I am looking for a talented Freelancer to help me write a three-part plot outline for a science fiction story.
The story is about a civilization that existed a long time ago. This civilization is divided into a few distinct groups that struggle for control and survival. The future of the world depends on which group is going to survive.
This is the second attempt at developing this project. The first time this project was awarded it had no success because the freelancer and I had a different point of view about the story.
The fixed budget for this project is $250, not more, not less. With a maximum word count of 5000 and minimum of 3000 words for each one of the 3 parts. And the estimated project duration is 30 days, with revisions included.
All rights including copyright for the project will belong entirely to the buyer up on payment.
If you are interested in working with me, please send a sample of a plot outline you wrote before. I will reject proposals lacking a sample.
This is what I expect from the Freelancer:
Write a character’s list with names and traits. No need to write each character’s motivation on the list, this will be done in the summary.
Expand the story idea to no less than 35 chapters and no more than 40. I will provide a summary of the story for you, plus additional notes about the goals of this project.
The plot outline has to be a chapter by chapter description of what happens in the story. One paragraph per chapter and please be objective as you only have 5000 words total for the plot outline. There is also no need to explain what each chapter or part of the story is accomplishing in terms of development, because this would only waste the word count.
The pace of the story is moderate to fast. Don’t waste your time creating chapters with flashbacks, the story has to move forward always.
You will share with me part 1 of the outline after 7 days so I can check if something needs to be changed, then you will have 3 days for revision If I so request it. This also applies to the other two parts of the story. If you are fast and finish earlier than 30 days, I have no problem with that.
It is preferable that those submitting proposals have previous experience with science fiction work. A clear schedule ahead is also desirable so we can start the project soon.
Please note that you will not write a short story, only the plot outline for it. Therefore, writing style is irrelevant for this project. What I really need is your creativity to help me create a fantastic world for the story, vivid characters, and an intriguing plot.
If you send me messages asking questions already answered here, I will understand you haven’t read this project fully. Therefore, I will reject your proposal.
