Letter from a builder /engineer needed to confirm stables are a permanent building

I may do a planning application to replace some stables with a bungalow.
The stables have been onsite 12 years and are timber and steel(roof) on a 6 inch thick concrete pad.Planning permission has been granted to extend the stables in block and this has recently commenced.A similar construction stables nearby was accepted as permanent by the council last year but I think a letter could help if you would be able to do this?
I can send pics of the stables etc.
