Ghost writer needed to complete a short story

I need a creative free lance writer and editor to help me in transforming my fiction short story (drama, romance and humor) in to a book. The story (including dialogues) has approx. 21,000 word and will require at least 10,000 - 15,000 more words to look like a book. I'm open to new ideas of adding more scenes to the story.

Following changes/improvements are needed (but not limited to):
1) Details of the scenes and dialogues to create the image and impression in the mind of reader
2) Improving the level of English used (including grammar, tenses, vocabulary etc.) to make the story and dialogues more impact full, interesting and engaging.
3) Defining all the characters creatively according to the story/dialogues
4) Well written Preface/introduction
5) Defining the chapters i.e. where to start and end. Also if there should be the name of each chapter?
6) New creative and suitable ideas to add more scenes.
7) Suggest the title
8) Writer synopsis
